Best type of hair removal cream (women)?

I'm looking for what kind of hair removal cream works best for women.. I currently use Veet, and it doesn't really work that well! It says to leave it on for 5 minutes, and up to 10 if your hair is stubborn. I use it on my legs and bikini area, and it barely does anything on my legs, even left on for 10 minutes. On my bikini area, it does nothing. So what is the best kind of cream for both areas? I would stick with shaving, but when I shave my bikini area it gets super itchy, with ingrown hairs. Plus, the skin bleeds. So anyway, thanks for the answers!!
