How do you export and import msn favorites?

Qwest is dropping MSN premium, so we need to get favorites from MSN to another format. There are lots of ways I've found that involve importing them to Windows live. But it looks like Windows live has been stripped of its ability to import bookmarks. All that is left is Skydrive, and its ability to sync IE bookmarks.
