Is this a type of rash?

So I woke up this morning and my face was all itchy, so I shave and there's like a whole lot of little white head looking things, though they are not pimples. There are red splotches on my chin down to the sides of my neck and they are real itchy and like I said there are all of these little white head type things. Any idea what this could be? I'm thinking its some sort of rash.
