Red, itchy bumps on 2 week old tattoo?

So I got a tattoo on my forearm 2 weeks ago. The wrist are took awhile to heal and the rest just recently stopped scabbing. The only thing now is I have these little red bumps all over the tat. It started as just a few and now their all over it. It itches extremely bad at times. The bumps seem to get worse when I itch them. If I scratch them they seem to get a scab over them. They release a clear liquid if I pop them. I stopped using all lotions/ointments about a week ago cuz that's when it started. I thought it may be an allergic reaction or something? Idk but I could really use some advice about it. If anyone has a clue can you please help. I'm about to rip off my arm from itching so bad.
