What are these red spots near my breasts?

I have red bumps near my breast (just one of them) and I'm not sure what they are. I have a few on the back of my neck, chest, and some around and under my boob. They're pretty itchy and I'm thinking it's a rash, but I don't know why they wouldn't be on the other breast or on the rest of my body... ?
